If you are in Long Beach California or Long Beach Washington, then you should Google "earthquake foundation retrofit", or something similar to that, since these areas are prone to seismic activity.  Most municipalities require homes be securely attached to their foundations.  Most site-built homes are bolted to their foundations.

Yes you can do it and it's done all the time.

We can't give referrals or add links to these answers, but if you Google "retrofit residential" in your area, you will be able to find a company that can do that for you. Do ask for references. There are a lot of retrofit scams, but a reputable company will be a Chamber member or listed with the BBB or they should be able to give you references of other homeowners in the area that they have worked with. Retrofitting is one of those things where you will never crawl under your home or tear a wall open to check some ones work. You have to assume they've done what your paying for.

Please go to the Town Hall building department. You will be able to find information of  building cods and practices in there.

Are you talking about securing a mobile home (single or double-wide) on a foundation? Mobile homes, when you purchase one from a reputable dealer, can put it on a slab or a basement foundation. Otherwise, call some mobile home dealers and ask for names of companies that will do that and what the charges might be.
