If you are trying to determine value there is some public information available online through your local govt office. You can obtain tax records which will give you an assessed value, but it is not an appraised value. Appraisals are paid for by and client who might be the owner, buyer or lender and given to them. They have no obligation to share that information publicly unless it is the contract you have signed with them. If you are trying to determine value a realtor can give you a free market analysis or you can type an address into zillow and get an approx. price.

No you cannot look up an appraisal. When the lender orders an appraisal for a buyer, that appraisal is the property of the buyer. It is not made public.
