1) If you stored it outside in a space that was not being rented to you, and in a manner that caused a warning or citation from the city, they can give you notice to remove the property and store it properly in their own space, or that you will be required to remove it for them.

2) If you refuse to pay your rent for months, you no longer have a valid contract.  They don't need a sheriff to evict you.  They only need to give you notice that if the rent is not paid, that you will be evicted, including your personal property.

If you are a landlord, I would suggest contacting your lawyer before doing anything foolish.

If you are a tenant, I would suggest you might want to abide by the contract if you don't want hassles.

nope. not in any jurisdiction I'm aware of. furthermore if they did, they have to properly store it and give you access.
