Listing agents specialize in working with sellers but can assist anyone withe their real estate needs.
A premier agent is a "paid advertiser" that rents a zip-code from Zillow to have their contact info shown on those home details pages in that Zip Code.
They service the Zip code area, but have nothing to do with the listing of the specific property in most cases. They are a "suggestion" for possible buyer's agent representation if a buyer doesn't have an agent yet.
They pay Zillow every month for that privilege. Zillow only allows two premier agents per Zip code. The agent gets to maintain that Zip code as long as they keep paying each month.
