You can pull up the California Landlord/Tenants regulations here.

Have you notified your landlord in writing of the need for repairs (and kept a record of these notifications)?   Are these repairs affecting safety and habitability of the unit (such as plumbing issues, HVAC issues etc)?

You can have some repairs done yourself (up to one month's rent) if the issues are serious and affect your health and safety plus the landlord has not responded to written request.  (please see this section).    However, be very very careful about this because your perspective of what affects health and safety may be different from the landlords. (from link "Because this remedy involves legal technicalities, it's a good idea for the tenant to talk to a lawyer, legal aid organization, or tenants' association before proceeding.")

You cannot simply not pay rent.  The landlord  can file an eviction notice if you do.

good luck
