In an appraisal sense, you must ask appaiser. Depends likely on where you live.
In my opinion though as a REALTOR representing buyers, yes it does add value and more desire,.... if the buyer(s) like to have more storage/rooms.

A finished basement would probably bring the greatest value if it included an additional bedroom -especially if the home is short of bedrooms on the upper floors or the bedrooms are small. It may also bring value if the house lacks a decent family room, if there's a walk out basement and if it adds a bathroom to a one bathroom home.
