In Cleveland it depends on if you live in an area where air conditioning is normal or not.   A/C does not so much increase value as it does Saleability.  In an area where A/C is prevalent, if you don't have it you will continuously not not get picked by buyers.  Likewise, if A/C is not the norm (generally older communities with a lot of radiant heat), you won't be penalized for not having it, but it could be the amenity that puts you in first place in a buyer's eyes.  Remember, Saleability matters most in the process of selling because your home is worth $0 until someone makes an actual offer to purchase it.

I think it depends on where you live.

In Texas, some homes in older areas still do not have a central  HVAC, they have only window units.

You would get a return on investment.   In Ohio, not so sure.

You can contact local home renovators for their opinion, I would also inquire with a local Realtor for their viewpoint, i.e. are buyers coming to them with the need to have HVAC and how important is it to them.
