Dont know about WV specifically but GENERALLY bedroom are defined in the IRC (Building Codes) Normally room must be at least 70 sqft, have a minimum ceiling height of 7 ft. Have a closet, heat, and a window that is large enoughf for fire egress Etc.. You can simply ask the local building department and they will tell you. You dont have to tell them who you are or why you want the information...it is a public document and you have a rite to the information.
