Noise factors are required to be disclosed on the Property Disclosure Form, but are often difficult for appraisers to take into account when appraising and using comps. Especially difficult when many appraisers are lax and don't often look for these types of environmental factors when making their determinations.
But yes, it is a factor and should be considered.

Honestly,
Most comps are strictly run by numbers.
House <200K, 3 bd rooms etc...
Hopefully your comps will include homes that are close (they should) but in truth, comps don't always reflect those king of things (think noisy neighbor, barking dogs, crime rates).

Yes, the appriaser has to find similar comps with the same "external influences"as your home, at least one, at the very least, preferably more.  Anything like that can affect marketability in the lenders eyes, so it has to be considered.
