does fannie mae use used materials for repairs

we were under contact before all of this,  house dewinterized by real estate found it was    not done right,  we were asked to submit estimate of repairs from our contractor
  to fanne mae, they refused show us the list of repairs and got a  estimate from their company , we were given a choice of receiving 3050.00 price of their estimate off our offer 87500.00 and  do the work ourselfs or have them do the work, we agreed to them doing the repairs under the understading that what was on the estimate was what we would receive.
    well quess what we received a
rusty old well pump the fins off the radiators not replaced but they subsituted copper
pipeing , plastic pipeing to the well pump instead of copper that was there, and poor
workmanship all of this done on the contingency of it was done right according to the
estimate shown.  there.  was no way it cost 3050.00.  we went back to asking the
real estate agent working for fannie mae  if  she could call fannie mae explaning our
situation and maybe we  could be compensated .  well she didn,t call said fannie mae
was in some change over for the week and they were not taking calls till 9-24-13.
she stated that since she does so much work for them she knows they would not
do anything.   we either take it as is  or leave it.  there other people waiting .  our closing is 9-27-13
 my question is does fannie mae use used materials ?  shouldn't the agent
make a effort to contact  them?

Fannie Mae is like the bank, they don't do any work. They contract out work. Sometimes they get their agent to arrange for a contractor to do the work and they just pay.

No idea about the well pump. Substituting plastic pipe for copper is pretty normal these days and most plumbers might do that. It sounds like you are hitting a brick wall with the listing agent, but getting the bank to do more might be difficult.  Since she works with Fannie Mae often she is going to work for them more than you. You might be best to speak to a lawyer or walk away and see if that changes their minds. Good luck.
