I'm assuming your question was supposed to be: "If the seller submits a counter offer, and the buyer doesn't accept, can the seller go back and accept the buyer's previous offer?"
The answer to this is: maybe.
When a counter-offer is submitted, it is legally saying that you REJECT the offer on the table and are making a new offer. So during the negotiation process, either party is free to make a NEW offer that is identical to a previous offer, but it would be just that- a NEW offer that the other party is free to reject/counter. Just because the buyer offered it once doesn't mean they are bound to accept it if the seller offers it later in the negotiations.
