Generally, increasing livable square footage or adding room count are the fastest and lowest cost ways to increase (legitimately) a home's value for appraisal purposes. Enclosing a porch to make it a room (must have heat which can be economically done with electric baseboard) and/or finishing a basement or attic space (again heat is an issue) are some easy ways to accomplish this.

Given your area's values here, you are currently on a sinking ship. Given that, it would be hard to up the value when apparently all of your neighbors values are going down. I would follow NTETS suggestions, though, but be realistic given the facts. You might have to wait until your areas value start going up.....

well, lawn care and landscaping when done right doesn't cost a ton and doesnt have to be backbreaking either. fresh paint in the kitchen or living area can brighten it up. those things can make an appraiser fudge the numbers a little your way.
that said, short of major remodeling you aren't going to do much more than give the property a nudge.
if you are willing to spend something or are fairly handy, a new roof can add quite a bit if it comes with a warranty of some kind. in a lot of cases its a better investment than granite counter-tops and stainless steel bobbles.
