my property  has a gross assesment value of 117000, it was 148,000, i pay 81.53 mo for a fha mip which has a 111 months to pay ahead of me. if i owe 193,000, can i now get that pymy removed from my loan

The assessed value has no bearing on your mortgage insurance. The monthly MI payment will fall off once your balance reaches 78% of the original appraisal or purchase price if lower and it sounds like that will be when you reach a balance of aprx $156K.
