To buy VA you have to be a qulified veteran , active duty, spouse, etc. Is not opened to all.  There are  choices. Depending on where you live and your income level there are different programs. A local Realtor can help you!

Unless you are a qualified veteran, or are purchasing in an area where USDA loans are available, its pretty tough.  Where are you buying?  If that doesn't work, there are other acceptable ways to gather the money necessary for downpayment, including a gift, a loan secured by another asset, a loan against your 401k plan, closing cost assistance second mortgages for some programs, or a combination of these methods.
