There are many provisions your offer may or may not contain besides the price of the property.  It needs to be a blend of what works for you and the seller.  A local buyer's agent can advise you of what price to offer and what other terms would be appropriate in your offer.

There is no magic formula for "what is a good first offer".

In order to determine the market value of the home, you need to compare the home to others that have sold recently.  Compare the statistics (size, location, amenities, condition) vs sales price.  Evaluate if your market is one where the sales are like hotcakes, or if the sales are sleepy.    Use those numbers to come up with an offer price.
