Well, if you are one of "most Realtors", then you already provided the list to at least 10 clients, so go ahead and post it for us "prospective buyers"....
Personally, I don't think you have even ever seen such a list, and I don't think the escrow companies would provide you one, and I don't think "most" Realtors in California have ever seen such a list in their area either.
But feel free to prove me wrong by posting the list that you say you already gave numerous prospective buyers.
I guess it might make an interesting interview question...
"give me the list within 3 days, or you are disqualified from representing me and I'm moving on to the next"...
Besides, once one has the list, it is easy to verify if one is on their that doesn't belong, or if a large portion got skipped.

I hope you were able to understand my post. The information is out there but it is not easily attainable.
Title/Escrow companies offer many services to Realtors in an attempt to earn their business, to include information about property taxes.
Most Realtors will provide this information for free to prospective buyers.

How many months will it take you??? Or do you really mean that you won't make that call for free, and that the you don't know how to convert street boundaries to a list of addresses?

You are absolutely correct. Escrow companies are not in the business of providing this information for free.
However, in most cases, they will provide it to Realtors that they regularly work with, for free.
That is why I suggested that this customer find a Realtor that has a relationship with a local escrow company.

Well, the sample available for viewing is for only one specific address, and the two tax districts referenced in the document don't define the boundaries, unless perhaps one already knows the school district boundaries?
I still see this as "useless" for getting an entire list of homes in an area that are not subject to Mello roos and 1915 act special assessment taxes.

I think it's the other way around and reports tax district boundaries.

As far as I can tell, those reports for sale are for individual properties, and do not provide boundary lines for any mello roos district.
Similarly, I don't think title companies nor escrow companies are in the business of providing tax district boundaries nor year built cut-off dates for free.

This information is public record. Most escrow companies in the local area can access it quickly. Realtor's that work with local escrow companies can typically get this information for free to pass on to prospective home buyers.
That is why I think you should seek the services of a Realtor in your area and Zillow provides a great tool to find Realtors based on reviews from their clients and their listing inventory.

It never ceases to amaze me what a Realtor will "promise" that ALL Realtors will do, just to get a prospective client; especially when the Realtor making the promise has NEVER done such research in the past....
The request was for ALL homes in a given city that don't have a mello roos; not just a handful from the MLS that are in a given price range and presently listed for sale.
Since David has now "promised" to provide the full list for Lincoln California, David can post the entire list on this thread. Remember, he made the promise to do it without posting anything about expecting to receive any compensation for his time nor effort.
And if he can't do it because he doesn't live in Lincoln? Then he can post the entire list for Rocklin instead.

Your best bet is to find a Realtor that lives and works in the area. They will do all of the research and provide you with the findings.
Scroll to the top of this page and click on the "Professionals" link. Then search for agents in Lincoln. Read their reviews and look at their current inventory of listings.
After you narrow down the search to a couple of Realtor's that you think you would enjoy working with, give them a call and explain your needs then ask how they would plan to fulfill them.

I heard there was a way to get this list but as of yet I have not figured out how to get it. Someone told me today that it is through Metrolist. I have been going onto the tax website and get the tax info that way its just time consuming. It would be nice to have a list of homes that we already know don't have the mello roos. I will keep looking.

I used to live in Lincoln and I think almost all the newer homes have Mello Roos and some are quite high. You can also look at the taxes on the county website. They will usually break it down or you can make a good guess as anything much over 1% of value, on the taxes, is most likely Mello Roos. It will give you a good ballpark figure anyway.

There's no such list to my knowledge. On the MLS they list mello roos fees. Some also mention no mello roos.
