Very good question! As a buyers agent, I ask my title company for a preliminary title report before we make an offer. This will show who's on the deed, and what liens are recorded. If it's a short sale, then we have a better idea of the lender's exposure by looking at the mortgages.
Of course, during escrow the title company will do a more thorough report but I find the preliminary reports usually show what's needed.
Short answer is find a good buyers agent in your local market, and work with them. If you'd like a referral, please let me know.
