Actually yes, that's what I'm trying to figure out. The property was surveyed back in 2005, the metal pins from the survey are about 2 1/2 feet from a wall on one side of the property and about 3 1/2 feet on the other side of the property (its a corner lot), the city is saying that they own everything from the street to the wall. I'm trying to figure out what the pins actually mean. It's a property that I'm considering purchasing.

You must mean the setbacks. I'm not sure what the current standards are for the City of San Diego. Check the city's website for building codes.
