It probably depends on the type of business.  Many towns and cities allow a business to be run from a home which does not impact the neighborhood.  Running a home call center is one thing. It does not adversely affect anyone. Running a business which requires deliveries or has a frequent number of customers might not be permissible.

Call your local zoning authority and ask them.

Whether or not a renter can run a business from home is up to the landlord and tenant agreement, plus city codes.   Whether or not Mission Viejo allows it probably depends on the type of business.

In my home city, we can run a business from home with a city license, but if one starts having visitors related to the business then it may change.  I know several businesses run from homes in my neighborhood including a janitorial service, an electrician, some consultants, and handyman.   All are legal.

Whether or not you can run a home based business would depend on the zoning for that specific home and the zoning rules of your city. You would have to check with the zoning or building department in your city for clarification.
