DO NOT Send them money....Also, you should feel very uncomfortable having an owner out of the country. What if something needs to be repaired or you have some issue with the house. If the owner is out of the country the issue will not be dealt with in a timely manner. Move on. Tell them if he can hire a local property management company then you would consider renting. Walk away ...

99.9% scam. I get calls from prospective tenants on almost all my rental listings, asking if it's true that they have to wire money to a foreign country to get the keys. The scam artists get a hold of the listings and make it look like their own. Usually on Craigslist, though. The rents is usually advertised way below market.

Zillow doesn't vet listings, but acts more as a collection site for many listings from many sources. If someone says they are in another country and want you to wire the money, say "thanks, but no thanks". Then, flag the property for Zillow.
