Go to the Ware County Tax Assessor web site and look up the address. It should tell you who the owner of record currently is. You can also try Googling the address to see if it has any info.

You could speak with a local real estate specialist or determine who the owner is from the city clerk's records and figure out a way to contact the property owner.

Although there is probably a website you can look at I would go to the town office or city hall and ask for the owners information by the lot number or address. You can look at a map showing what parcel it is. You can then send a letter to the owner asking if they would like to sell. Do not be surprised if they do not want to sell or give no reply.
