You can choose negotiate with the county your self.  You will have to collect evidence such as comparables and sometimes appraisals in order to prove to the county tax assessor that your property is now worth less and should get a tax reduction.

Most often citizens like your self are not trained to speak the same language that a county property tax assessor would.  Therefore you will probably get a reduction, but a small one.

I would highly recommend you work with a professional company which can speak the same gibberish that the assessors to in order to SIGNIFICANTLY reduce your property tax.

Try the company called American Property Tax Relief.  They have a great program which they charge $299 to fight the county on your behalf, if they dont get a tax reduction, they will refund your money in full.  They also have a program which they dont charge you anything upfront, and if they get a reduction, they will charge you half of whatever they saved you.

You have to petiton the County Tax  Assesor office for a reduction.

It depends on the state you are in and the county. In Riverside County California you can fill out a form, include 2 recent sales similar to your property and come up with a value. This is then submitted to the assessor's  office. I they disagree then it becomes a little more work, but can be done. You can save quite a bit depending on how far your property has dropped in value.

Contact your tax assessor's office and apply for a re-evaluation of your property's value.  They will be able to direct you to correct people in order to accomplish this.  Very common in today's market.  Most assessor's have an online resource you can use as well.  Good Luck!!
