Asking the title company you will be using would be the best way to go.  However free public information that is easy to get can be found on a city or county website.  Here are some links below.

If you are purchasing the property, just ask the title company you are working with to get it for you.  A lot easier that way.

You normally need an O&E report which is done by title companies.  However many counties have their public records available only to to public because it is public information.  If that is the case you may be able to find any liens listed on a property.  You have to also keep on mind that it often takes a little time for the information to be updated.
