I would start by contacting a local Realtor who should be able to help.  There are many websites you can use to get going as well, specifically homepath.com, auction.com, and a few others.  A quick online search, should show you which homes in your area are foreclosures.  That should get you started, good luck!

A Realtor can show you homes in the area of your choice that are Foreclosers, can explain the process of presenting an offer and helping to decide on the offer amount. 

An Agent will also help identify potential problems as well as positive aspects of the Foreclosed Home that are in your best interest.
