Construction scales ... everyone has a different one of quality.  Check your local area comparables.

1 - You open the front door and the wall comes down

2 - You open the front door, walk into the house, and your foot goes through the floor

3 - You open the front door, walk into the house, go look at the bathroom and notice toilet installed upside down

4 - You open the front door, walk into the house, turn on the stove, and water comes out the burner

5 - You open the front door, walk into the house, think everything is fine, go upstairs and realize they forgot to put on the drywall

6 - You open the front door, walk into the house, go upstairs, get excited at the new furnace in the attic, and notice that they forgot to put vents in the various rooms.

7 - You open the front door, walk into the house, go through the house, think everything is fine, and upon exiting, you realize your not drunk, but that everything in the house does in fact lean to the left.

8 - You open the front door, walk into the house, go through the house, think everything is fine, and then realize that your two car garage only fits one, plus a bicycle. You fight over who has to sell their car

9 - You open the front door, walk into the house, go through the house, think everything is fine, close on the house, and then notice that your water pressure is low, the baseboard molding isn't mitered properly, there isn't caulking everywhere, the tiles are uneven, drywall cracks are forming, the windows are drafty, there is an uneven wall over there and there too, and somebody left a gigantic pile of empty hot cheetos bags in your basement

It is a general Good, Better, Best type thing. Construction quality is like the Good category. In the "you get what you pay for" scheme of things it comes into play.
