IF your score needs to be raised by only 13 points there can be an easy quick solution that involves what they call a rapid re-score. You can have the credit bureau update your credit score immediately over a 3 day period. Often times just having your credit card balances paid down to below 50% of it's limit will help your score improve. You can also be added to a close family member or friend's credit card that has good credit and that can also boost your score instantly. Pick a friend or family member who has a credit card opened for longer than a year and ask them for to add you to that line of credit and your score will instantly go up after a rapid re-score is done. Rapid re-scores cost 20 buck per trade line. So if you have 2 credit cards and 1 is maxed out, then pay it down, order a rapid re-score on that line of credit and you should see your score go up. 

Some credit repair specialists will even add them to their own credit card they have designed to boost your score up. CRAZY TRICKS!

That's an impossible question to answer without reviewing your credit report to see why you are low. If you have falsely reported derogatory information removed it could be immediate on an instant re-score. Other than having improper items removed from your credit report, it could be 2 months or it could be 6 months depending upon how you use your credit and what the reasoning behind your low score is. For example, if you emerged from a bankruptcy 18 months ago and you are doing everything right then it will just take time--maybe 3-6 months--but if it's because you have a collection that you've refused to pay it could be low indefinitely.
