The flange should be centered a minimum of 12 inches from the finished wall surface. An additional 1/2 inch or so will provide a little more clearance between the wall and back of the toilet. Hope this helps!

Most of the toilets have 12" rough-in (the distance from the center of the flange to the finished wall). There are however toilets with 10" or 14" rough-in dimension. Since this is new construction and not a remodeling project, you may have it in the specifications.

Keep a small distance between the back of the toilet and the wall. I think that pipe usually comes around 16 inches from the wall. But like Giovanni said, you'll need to know what toilet you're putting down first, since they come in various dimensions.
