That is a tough question and I don't believe there is enough information in your post to know for sure.   Normally a property manager has to give 24 to 48 h (depending on the state) notice for entrance into the rented property for non-emergency reasons.   Often the notice required for interfering with use of the rented property (e.g. turning off the water) is similar.  However, if it is an emergency that affects the entire apartment complex the notice can be considerably shorter (or none at all). 

While the term used was "maintenance", it isn't clear from your description if it was routine maintenance (scheduled ahead of time) or emergency maintenance.   When we've managed properties, we have had emergency maintenance that has affected a number of units.  We've managed to stabilize the condition for a few hours but not for 48 h. 

You can pull up the Oregon landlord/tenant guidelines with a quick google search.    

I hope you're beyond the issue already and the water is back on.

I have been a property manager for over 20 years and, Yes that is a fair amount of time, and you have a good reason if it's for maintenance. You are also letting them know for how long it will be off, so you should have no problems from any of them.

If it is considered an emergency, absolutely. I have run into this situation before and contacted all my tenants and I have never had a negative outcome. Things like this happen unfortunately. I own a home, and sometimes my power may go out (rare) without notice, I have no one to blame.

As long as you don't surprise them, your tenants should appreciate the heads up!
