You can have a Phase I Environmental Assessment done on the property before you bid or make your bid contingent on acceptable findings in a Phase l.  This is a historical review, CO Search and physical inspection that will reveal the likelihood of environmental issues on the property.

Cost can vary dependent on the lot size and building square footage.

The best way to do write an offer on raw land,  is to find yourself a buyer agent and ask the buyer agent to do a comparative market analysis for you, so that you know what other similar lots are selling for.  An offer on raw land, is primarily determined, by the type of engineering that has been done on it, such as perk test, septic design, usable land, delineation of wetlands, etc.. Good luck!
