Go up to their doors and introduce yourself.  Is this a prank question?  There are ways to do this, but it is time consuming.  May I suggest that you have a neighborhood picnic and organize your development so that everyone that wants to share information can.  Otherwise, you are a prankster.

The county recorder should have info on property owner names. They may even have phone numbers available too, if the homeowner provided that information when recording title.
