people next door are moving and property line between our homes runs at an angle which makes no sense with how the land was graded 35 years ago.  has always been a problem.  can this be remedied? how?

It will probably be too expensive and complicated to do this.
You would either have to buy the bit of land from the current or new owner, or sell them the piece of yours to straighten out the angle.
It would involve lawyers, title insurance, legal description changes, surveys and probably some other headaches. Ask your lawyer for more specifics and his advice.
