If the property is already listed you will simply need to call an agent who you are willing to have represent you and they would be happy to schedule the appointment and write the offer.

If it is not listed it becomes more complicated. You can try looking up the tax records and seeing who is the current owner of the property. If it is a local bank you may be able to easily contact the asset manager and see if they are interested in selling the property and what they are asking. If it is one of the "big" lenders than you most likely will not have a shot at it until they decide to list it and put it on the market (and surprisingly they sometimes hold onto properties for quite a while before they sell them).
