Hi, speak to a REALTOR.  Take them on as your buyers agent when you feel comfortable with them.  That way you get the best representation.  Require that they not only have knowledge of the area(My son knows the city we live in very well) but also require that they have business and investment sense.  I am a local specialist with all of that.  I would love to be interviewed!

Your best bet would be properties that have been foreclosed and are now on the market.  Short Sales that are successful are priced at or close to retail (neighborhood market value)

You need to have an Real Estate Agent that can research the properties and find the best ones that meet your criteria and have the greatest likelihood of closing.

Not all agents are willing to do the work necessary to find the best properties.  Some will just write an offer and sit there and wait.

You need to contact several agents, let them know specifically what you want and ask them specifically how they will help you get it.  Pick out a few homes and ask them if they are good candidates and why or why not.  If they do not know how to find they homes that meet your needs then they likely won't do a good job for you. Not every short sale home is a good candidate.

If you find one that seems knowledgeable, not blowing smoke up your Axx, then work with him/her, ask them to commit to you and vice versa.  Working together you will find your home.

Oh, have your financial goods in order. Make sure you have money for closing and cash for the repairs after you close.  Get pre-approved by a lender. Be ready if the house you want becomes available.
