i bought a house March, 2013, short sale, had it approved for morgate with Chartway c/u..copper pipe

had been stolen when the home inspector came...so i paid cash that i borrowed from a line of credit & stock acct. i want to now put a mortgage on house and pay that off.i paid 187500 for the house..house should appraive for abt 230 to 240..can i now apply for a mortgage?

we can prove the upgrades on the house --- complete new bathroom, floors refinished, house completely painted, new plumbing, installed plastic and sand under the house..new heating and ac unit (gas)  - will they allow for that with proof?

Yes, you may certainly apply for a refinance mortgage now. However, many lenders will limit you to the sale price for value without proving the $$ you spent in rehabbing the home.
