In my state the owner needs to provide heating although does not have to pay for it on a monthly basis!

I would think the owner is required to supply a habitable living space.I would google tenant rights on the internet. The laws are state specific. I hope this helps.

i rent a mobile home and is not totally heated. Is landlord responsible
Owner will not fix heating ducs in family room, living room and laundry room. Is she responsible? Much time is spent in these rooms. Bedrooms are heated properly but the heat does not enter the other non-heated rooms.
