Sounds like you need to hire a Buyers Agent to represent you and who can do the work for you.  Each state has different regulations on buyer agency. It might be something you want to look into for NC and hook up with an agent who will help you get through the Cosmic Cow Pie of today's Real Estate Market. Find some Realtors in your area and interview them... connect with someone you feel comfortable with.

According to tax records it is owned by Mr. & Mrs. Sylvester Jones and is not bank owned but it is listed as pre-foreclosure which probably means it's a short sale. However it does show on the MLS as temporarily off the market. You may be able to find their phone number on a site such as 411.com but contacting the owners will not do you any good as they have no say in the matter if it is a short sale. Even if they said they would take the list price of $60,000, the bank still has to approve it.

Trying to contact the bank directly will be a futile effort as you are not the owner and you are not the listing real estate agent so they will not speak with you. Short sales are complicated and can take several months. Just because it's listed for $60,000 doesn't mean that the bank will accept that. They may still hold the offer and wait on something better to come it.
