im buying a house the utilities have not been on for over 5 years can this be a major problem?

Most likely yes, but the extent of problems would depend on the location of the property, the age of the property, the condition of the property, and how the property was prepared for vacancy.

Are you in an area that freezes and thaws? Is there high humidity? Has the property been winterized? Vandalized?

More information about location and condition might help us give you a more useful answer.

There may, or may not be major problems. One of the best things you can do to find out is to have a home inspection done. The few hundred dollars it will cost for the inspection can potentially save you thousands on otherwise unforeseen repairs. If you've already signed a contract and the inspection period has passed (or there was no inspection contingency), then I would recommend talking with a real estate attorney about what your options are.
