With or without permits ? Contact your city agency to see if it is permissiable - it may not be - then contact a contractor for cost estimates, then decide if the COST is worth it OR if it is cheaper and easier to simply buy a larger home.

In the LA area you can NOT add a second kitchen unless you have adequate zoning. Illegal additions are required to be torn down by law. Second kitchens here are considered a second residence.

I would think long and hard on eliminating hour garage. A big house without a garage seems like a disaster in any locale. Really think seriously about moving to a larger house.

Most likely, you will not be allowed to do that renovation.  All the shore towns are eliminating multi-family units, not allowing the addition of them.   (Which is what you are thinking of doing.)  Call the zoning department and tell them what you are thinking of.  If you try to do this without permits, your neighbors might report you.  And, when you go to sell, you most likely would have to rip it all out.  Plus, to have a legal rental, you need a c/o from the town.  Without one, you could have legal problems making your illegal rental a nightmare.
