in rockland county (specifically nyack) what are the property taxes based on?

From what I understand the taxes are compiled from many factors.  I don't know the exact formula but I was told by many real estate professionals that property tax is usually 1% of the value of the home.  The value fluctuates of course which is alligned with the taxes increasing/decreasing.
