I think a blog encapsulates all the information below but can be SO much more. It can be an online newspaper, a journal, an editorial or anything you want it to be. It's open to the whole web without logins and passwords and is ready by search engines.
Facebook activity can only be seen by your friends. Twitter is open to everybody on Twitter, but not to people just searching.
Blogs are open to anybody looking for something on the web. If your blog gets well ranked by search engines, your blogs will show on search engine results when people are searching for relevant information. Very Powerful.

The direct answer to your question is, YES. :-)
On Facebook you're able to offer an status update or post something on your wall. The friends you are connected to will see that and have an opportunity to comment or click "like" on anything you post. I say opportunity, because they may or may not even see it right away and what you post may or may not warrant any comment or response.
In that same way, blogs (yes it is a website) allow you to "post" an article, update, photo with copy, etc, and the world of all internet visitors have the potential to find it, see it and offer a comment or response.
I find I get more activity on my Facebook wall, because there's a built in network of connections, versus my blog, which I have to work a bit harder at promoting and share with more people to see and read.
What I've learned a lot about from others here and other sites, like Activerain.com and Hubspot.com it that "content is the new marketing currency" online. Bascially, "great content is king." :-)
