USDA loans do not allow you to own another property.   Your best option is a 5% down conventional loan.

Do you mean to purchase or refinance?  I don't think you can use a USDA loan to refinance, but I am not 100% sure on that.  However, if you currently onw a home with an FHA loan, and you are moving, you should be able to still use a USDA loan on a new house, assuming that you meet the other loan qualifications.
