I'll buy anything for 10K ( chump change ) so long as its in a good location.. I dont care if its falling over.. I bought a crooked single story wood frame house for 5K in a great location 3 years ago.. I got two FORD F 350's with chain around each corner and pulled the house straight.. Everyone said the house had to come down - it was a tear down.. It took me less than an hour to straighten it... It was leaning at 75 degrees and I pulled it to 90 degrees.. It was remarkable - I will never forget that day.. I will never forget the neighbors faces..

i would probably put together a team of home inspectors and a contractor who could help you with prices once the problems have been identified.

It all depends on the area you are looking, and what is the Fair Market Value (FMV) of neighboring, comparable homes. It is possible that 10k might mean structurally sound, but needs cleaning, newer HVAC, updates. It also might mean that this property is structurally compromised and needs either demolition or extensive repairs to make it habitable.
The purchase process has an inspection period built in. For a specified length of time, you may have any inspections completed. If a major issue (habitability) comes up during the inspection period, you then have the option of negotiating for repairs, or, backing out of the contract, depending on the seller. Most foreclosed homes, estate sales, and other transactions will say "As Is" which indicates that the seller will make no repairs.
An experienced Buyer's Agent will be able to advise you on the FMV in any neighborhood.
