Does the bank have the home up for auction if so that would be the time you can buy it.

Unfortunately no, you can't buy a house directly from a bank.  There is always a reason they haven't listed it yet.  The most common one is that there is another lender involved and they're negotiating with them and that takes months, then there are liens that have to be cleared up, if it's an IRS lien, then good luck , take a chill pill and be ready to wait.

They also don't care if you're a cash buyer or doing a loan, their bottom line will be the same.

Could be there is a "redemption period" in Texas.  They might be waiting for that to expire.  GA does not have it but Alabama does, we work in both states.  Check with a realtor in TX about that.  Good Luck!  Hope you find your Home!

It depends on why they haven't been listed.  The bank may be keeping the property off market for legal reasons or because they intend to make repairs before listing.  Your Realtor may be able to determine why a specific property is off the market and get you in as the buyer before it's even listed.
