there are many restrictions on these programs, such as where the home is. It (at least in the past, had to be in certain designated districts, you had to work in that district, and you had to live in the home for a number of years.)

there was alot of fraud, as people would buy homes that were in terrible parts of town, rent them out and never live there. At least one police officer in a story a couple years back got brought up on charges, had to give the money back, and got fired from his job for buying a home under this program and renting it out.
