laying out zones or territories of residential housing

Hello, 

I would like to know if you have the ability to define the number of housing units (single family, condo, apartments etc within a specific geographical area.  My goal is to determine blocks of 2500 homes +/- in specific city/county areas.  

Can your system do for me or do I need to seek elsewhere for this advice?
