looking for a buyers agent out of state

i lived in ohio(looking anywhere within an hour or 2 of lake county) until months ago when i moved back to cali, i currently have 3 part time min wage jobs in ca but even if i could work 24 hours a day it wouldn't be enough to rent a room here so i couch surf or stay at my parents when i can(mom makes $46 an hour and is losing her home do to space rent hikes) so pretty soon i will once again have no place to stay. i do how ever have a decent little savings which i was hoping may be enough to buy a place back in ohio. i have a place to stay back there while the process would be underway. basically what i'm looking for is the following:
1.the cheapest dump i can find that the city wont try to tear down as soon as i sign the paperwork.2. something i will legally be allowed to live in while fixing it up but with the goal most likely of eventually renting it out(unless i really take a liking to it)3. an agent who could give me advice on how the property tax system works on really cheap homes. also any local ordinances or laws regarding personal property and building that would make it more difficult.4. a place that i could afford to buy outright(tax liens and all that included) i'm against debt and being homeless for the most part i've never established credit.5. having the pipes still would be nice.6. also i'm really pretty(not to be conceited) and tend to work all hours so usually get home late.... an area i'm less likely to get shot would be appreciated... though in my price range i can deal with the notable risk.
as you can see my situation is somewhat limiting and it wouldn't be a big commission for anyone involved.... so mainly i'm just looking to hear from someone with more experience in housing if this at all even sounds like a possibility. also i'm aware that winter is fast approaching and that that would put a damper on all of this. please let me know if you would be willing to offer some advice, or just don't think it's possible.

This question has been lying around for some time.  My first suggestion, is that you consider buying in a city that does NOT have point of sale inspection requirements.  Let me know if you need more help.
