This is a foreclosure and they are requiring that you get approved for a loan from a particular lender.  If they approve you, which I doubt, then you can make an offer.

Two foreclosures?  Would YOU lend you money?

Seriously, many lenders are reluctant to approve scores under 640 these days (although that's not written in stone by any means).  Have you spoken to a mortgage professional lately?  Only they can accurately answer your question.
