my home shows a value of $412,000 on zillow and my mortgage is $398,000, is there a chance to refina

I want to refinance with the new making home affordable plan and roll in my taxes with the new payment while keeping the payment close to the current payment of $2500 this includes PMI...i can pay $300 more if needed.

If your currently paying PMI then your chances are slim.  Your only possible choice is that your loan would need to go back to the same lender / servicer.
