If you do buy a home, and then in the future decide to sell it, if your husband has not paid off this debt, the Title company will collect it and pay it from your proceeds on the sale.

My question is, "Why would you want to buy a house with someone who owes that much in child support?" Do you know how many single parents would love to buy a home but can't afford it because their ex has failed to honor their child support and/or alimony payments? Foreclosure, bankruptcy, defaulted student loans, and unpaid child support are not looked on kindly by lenders. Has he tried to work out a repayment agreement with the state or with the ex? Has he submitted evidence of why he was not able to fulfill his obligation to court? Has he had his income and ability to pay reevaluated? At least work with the courts to resolve these issues prior to approaching a lender, unless you plan to pay cash for the house (in which case, couldn't your spouse just pay off the child support?)

24k? Don't people go to jail for that amount? I would hope it would affect his ability to obtain a loan because why would a bank trust him to pay back the loan if he won't even help with the cost of raising his own child?

All debts are considered in the debt to income ratio when applying for loans. If he is in arrears with child support, it is quite possible that the courts will start aggressively garnishing his wages. So, in your shoes I'd get this paid off before thinking about home purchases.
