My pool was closed by health dept because it was not properly maintained can I withold part of my rent? The pool has been closed before not by health dept but because dirty so this happens once a month for a week at a time.

First thing to do is to call the Florida tenants' rights group.  You can find the number on google.

Pull out your lease first so you can see how this pool access was described in the lease, and have the information available when you talk with the tenants' right representative.
